“The passage of the NSW Environmental Planning and Assessment Amendment (Planning System Reforms) Bill 2025 through both Houses with bipartisan support marks a historic step forward for Sydney.

“The reforms introduce a faster Complying Development Pathway for low-risk proposals, a Targeted Assessment Pathway to enable place-based development under clear frameworks, and a new Development Coordination Authority to cut duplication and streamline agency referrals.

“Critically, the bill cements, for the first time in NSW law, the twin imperatives of delivering more homes and addressing climate change, the two defining challenges for Sydney over the coming decades.

“This package focuses on smoothing the development assessment process. The next phase must tackle what comes next: strengthening affordable housing delivery, aligning growth with infrastructure, and ensuring Sydney builds a long-term pipeline of density done well.

“This outcome reflects rare and powerful bipartisan commitment to planning reform. We commend Minister Scully, Premier Minns, Opposition Leader Mark Speakman, and key members of the crossbench including Alex Greenwich and Michael Regan for delivering for the people of Sydney.”
